希西家的改革與先前的王所不同的地方, 是他所意圖的復興是長久的, 因此他恢復十一奉獻解決祭司和利未人的生計問題。這也將信仰落實在民間, 不僅是王, 在耶路撒冷的民, 更是猶大各城的民都參與十一奉獻, 並且猶大全地也積極出去偶像(v1)。在希西家的領導下, 猶大人民以行動來敬拜神。
